The purpose of this study was to determine the feasibility of implementing commuter rail service between Phoenix and Buckeye/Arlington, Arizona, a distance of approximately 45 miles. Further analysis studied the potential extension of service from downtown Phoenix east along the 10-mile UPRR mainline corridor to a connection with Sky Harbor Airport near 38th-44th St. and to downtown Tempe. The final product was the Corridor Development Plan that described the elements necessary to successfully implement commuter rail transit service in the Yuma-West Corridor.

This corridor development plan included a review of existing documentation, ongoing public involvement, an inventory of the existing Union Pacific Railroad rail line, development of a conceptual commuter rail operating plan, identification of infrastructure improvements necessary for the implementation of commuter rail service, development of capital cost estimates, and the development of annual operating cost estimates for commuter rail service.
